In Latvia, the management boards and supervisory councils of state and municipal companies often include people whose careers are tied to several companies and different sectors. These companies are enterprises in which the state or a municipality holds capital. The trend was reported by Latvian Television (LTV), the public broadcaster.

Experts note that this rotation of officials between companies is also encouraged by overly narrow criteria for selecting candidates for such posts. In other words, when requirements for applicants are defined narrowly, the pool of suitable people shrinks, and the same individuals end up in leadership roles repeatedly.
