Ukrainian President Volodymyr Zelensky has said Russia hit six Ukrainian energy facilities within hours of US President Donald Trump announcing that Russia and Ukraine had agreed to an energy ceasefire in the war. Trump said on Sunday that the truce would take effect immediately.

Zelensky said gas stations, energy infrastructure and other facilities were hit, and that 33 people were injured in strikes across the country. In an interview with Fox News he said Ukraine had not attacked, calling the strikes Putin's answer to Trump. On X, he said they showed Russia was unwilling to accept an energy ceasefire.

Ukraine's state news agency Ukrinform reported blackouts in the city of Izyum after a Russian strike destroyed power grids. Energy and railway infrastructure in western Ukraine was also targeted overnight. Ukrenergo, the state-owned grid operator, reported new power cuts in Kharkiv, Donetsk and Zaporizhzhia and said electricity rationing had been introduced in parts of the country to avoid overloading damaged equipment.

Russian Foreign Minister Sergei Lavrov said on Monday that Ukraine does not deserve the respite a ceasefire would bring.

International reaction

The UK, France, Canada and the EU backed the call for a ceasefire. British Prime Minister Andy Burnham said Britain strongly supports a sustained energy ceasefire. EU foreign policy chief Kaja Kallas said the bloc would welcome it when it holds, adding that it had not yet seen Russia stick to it. Estonia's foreign minister said the ceasefire was not working.

Background

Ukraine and Russia have been trading strikes on energy infrastructure for months. According to BBC Verify, 273 strikes on Russian-controlled oil and gas facilities have been recorded this year, more than double the 124 in the same period of 2025. Data from the conflict monitor Acled shows 2.4 times as many Russian attacks affecting Ukraine's energy network this year.

Trump has urged Ukraine to stop hitting Russian oil infrastructure so Russia can fulfil a recent deal to release diesel to the US and global markets. The deal temporarily lifts US sanctions on energy imports, which Zelensky has described as a gift to Putin.
