Zelenskyy Approves Concept for Combating Terrorism in Ukraine

President Zelenskyy enacted a National Security and Defense Council decision on the Concept for Combating Terrorism, outlining current threats and state policy directions.

Ukrainian President Volodymyr Zelenskyy has signed a decree putting into effect the National Security and Defense Council's decision of April 6, 2026, on the "Concept for Combating Terrorism in Ukraine." The document comes into force on the day of its publication.

The concept defines current terrorist threats to national security, as well as the main directions and tasks of state policy in combating terrorism. Its goal is to ensure effective implementation of state policy in this area. The fight against terrorism in Ukraine will be based on legally defined principles, international law, and international standards.

External factors of terrorist threats include Russia's hybrid war against Ukraine. Russia, described as an aggressor state and a terrorist state, uses a combination of armed aggression and terrorist acts, including cyberterrorism, posing a long-term systemic threat. Additionally, Russia's armed formations and other entities controlled, directed, or financed by Russia are used to create and carry out terrorist threats against Ukraine.

The decree takes effect immediately upon publication, replacing the previous concept from 2019 and updating the counter-terrorism framework.
