Latvian National Defence Service Volunteer Faces Roughly €3,000 Tax Bill on US Scholarship

A young person serving in Latvia's State Defence Service must pay about €3,000 in tax on a scholarship received from the United States. Economics lecturer Jurijs Ņikišins called the case glaring and said the state failed to exempt such income in time.

A volunteer in Latvia's State Defence Service, the country's national military service programme, is required to pay roughly €3,000 in tax on a scholarship received from the United States. Jurijs Ņikišins, an associate professor at the University of Latvia's Faculty of Economics and Social Sciences, discussed the case on the TV24 programme “Preses klubs” and described it as quite glaring. The case matters because it shows how current tax rules affect young people preparing to defend the country.

The lecturer's assessment

Ņikišins stressed that by completing the defence service, the young man is in effect preparing to become a defender of the state. Yet tax is now being collected from him on the scholarship. In the lecturer's view, the state did not take care in good time to exempt such income from taxation. He said the tax is being levied simply because the state failed to establish early enough that no tax should be payable on this income.

Responsibility and clarity of rules

On the question of responsibility, Ņikišins noted that the responsibility of voters should be distinguished from that of taxpayers. He argued that laws and regulations should be understandable also to people who are not finance or tax specialists. Had the rules been written clearly enough, the State Revenue Service, which administers taxes in Latvia, would not need to produce so many methodological materials or explain taxpayers' obligations separately.

The lecturer expressed hope that the case will prompt the responsible institutions and officials to improve the existing system so that similar situations do not recur.
