Valmiera plans 120 more low-rent apartments

The Valmiera municipality is planning to expand its supply of low-rent housing by building 120 additional apartments. The project will be carried out by the municipality's own company, SIA "Valmieras namsaimnieks," with support from the EU Recovery and Resilience Facility.

The new buildings will be located at Matīšu šoseja 5, near Ķieģeļu and Mālu streets, with a planned exit onto Dzegu street. The buildings will be nearly zero-energy structures, similar in appearance and layout to the already-completed low-rent houses at Ķieģeļu iela 11 and 13.

Construction timeline and apartment count

Design work will take place in 2026, with construction expected to start in spring 2027 and be completed by spring 2029. In total, 52 two-room, 58 three-room, and ten four-room apartments will be built, fully finished inside and equipped with modern kitchens. Some apartments will have balconies, the buildings will include elevators, and there will be more parking spaces than before, including four with electric vehicle charging capability, plus a secure bicycle storage area.

Applications and costs

Interested households must register in Valmiera's low-rent housing registry, where nine households with at least three children have already expressed a need for housing. Rent for the new apartments will correspond to the average regional salary. Total project costs amount to 10,945,150 euros, of which an Altum loan covers 10,481,763 euros for both buildings; up to 30% of eligible costs may later be recovered as state support.

Nationally, the low-rent housing programme has already completed eight projects with 478 apartments, while seven more projects comprising 664 apartments are under construction. The first such project was built in Valmiera, at Ķieģeļu iela 11 and 13, where all apartments are now occupied, including 109 allocated to skilled specialists.
