Ukraine and EU agree on new approach to Ukraine Facility, linking reforms to European integration

The Ukrainian government and the European Union have agreed on significant changes to the Ukraine Facility program, linking funding directly to European integration reforms and introducing a more flexible payment system.

The updated Ukraine Facility plan, agreed upon Thursday by Prime Minister Yulia Svyrydenko and the EU, has not yet been published. However, Deputy Economy Minister Daria Marchak explained that the changes go beyond just the list of requirements—the entire logic of the instrument has been revised.

The key change: all indicators will now focus exclusively on European integration reforms, either as benchmarks in accession negotiations or as part of the National Program for Adaptation to EU law. The EU has agreed to make early payments if Ukraine reports completing reforms ahead of schedule. Partial payments will also be possible if quantitative indicators are not fully met.

The parties have also agreed to review commitments more frequently, with the next review scheduled for the end of the year. Marchak noted that reality changes, so the "Ukraine Plan" must be regularly updated.

The total Ukraine Facility package is €90 billion over two years, with €8.35 billion allocated for 2026. Meanwhile, Vice Prime Minister Taras Kachka claimed that Ukraine is at the final stage of all rule-of-law reforms.
