Ukraine and EU Agree on Major Changes to Ukraine Facility Aid Program
The Ukrainian government announced a new agreement with the European Union that changes the logic of the €90 billion Ukraine Facility program, focusing on EU integration reforms and offering more flexible disbursement terms.

On Thursday, June 11, Deputy Minister of Economy Dariia Marchak told journalists that Kyiv and Brussels have agreed to change not only the list of requirements but also the operational scheme of the Ukraine Facility – the EU funding program provided in exchange for reforms.
The new plan, confirmed by Prime Minister Yuliia Svyrydenko, has not yet been published. Marchak emphasized that the review goes beyond the list of reforms. “We have agreed with the EU to change the logic of Ukraine Facility,” she said.
Focus on EU Integration Reforms
A key change is that the program now directly targets EU integration reforms. All indicators will be part of the benchmarks for accession negotiations or the National Program for the Adaptation of EU Law. “Ukraine already faces a large volume of legislative work in the framework of European integration, so we all need to focus on this task,” explained Marchak.
More Flexible Payments and Reviews
The EU has agreed to disburse payments earlier than scheduled if Kyiv reports implementing reforms ahead of time. Partial payments will also be possible if quantitative indicators are not fully met. Additionally, both sides agreed on more frequent reviews of commitments. “There is a general agreement that reality changes, so the review of the Ukraine Plan should happen regularly. At the end of the year, there will be a review,” Marchak said.
The Ukraine Facility totals €90 billion over two years, with €8.35 billion allocated for 2026. Meanwhile, Vice Prime Minister Taras Kachka stated that Ukraine is in the final stage of all rule-of-law reforms.
