Ukraine's police have issued a warning about intensifying efforts by Russian intelligence handlers to recruit Ukrainian citizens for operations that can ultimately lead to terrorist attacks on Ukrainian soil. According to law enforcement, the recruiters rely on a range of channels to reach potential targets.
Recruitment methods
One of the primary tools is Telegram, where handlers exploit channels advertising jobs or linked to drug trade. Recruiters also make fake phone calls posing as officers of Ukraine's Security Service (SBU), and cultivate personal relationships with prospective recruits to build trust.
Particularly alarming, police say minors are also being drawn into these schemes. Officials note the process typically begins with offers framed as "easy money," appearing harmless and lucrative at first.
From easy money to murder
According to law enforcement, those who are recruited are gradually turned into what officials describe as disposable operatives — people used to carry out dangerous tasks regardless of the risk to themselves. The process reportedly escalates step by step, moving from lower-risk assignments toward more serious crimes, including acts of terrorism.
Ukrainian authorities are urging citizens to remain vigilant about suspicious job offers online, particularly those originating from unfamiliar sources on social media and messaging platforms.
