Tartu presents nightlife development strategy through 2035

City officials have drafted a strategy to shape Tartu's evening and nighttime economy through 2035, aiming to balance vibrant urban life with business interests and residents' quality of life.

Tartu city officials have drafted a strategy to guide the development of the evening and nighttime economy through 2035. The document aims to strike a balance between a lively urban environment, commercial interests, and the quality of life for residents.

The strategy is ready for its first reading at the Tartu City Council. After that, it will be opened for public consultation, allowing residents and other stakeholders to submit proposals and comments until the end of August.

The need for such a document has been discussed in Tartu for several years. One of the driving factors was conflicts between nighttime event organizers and city center residents. In particular, disputes around the Genialistide Klubi—where noise levels and visitor behavior drew complaints from neighbors—intensified public debate.

Objectives

According to Deputy Mayor Kertu Vuks, the main goal is to make the city attractive for both residents and visitors while maintaining a comfortable living environment. By 2035, Tartu should become a city with a safe, diverse evening and nightlife that offers international-standard events and leisure opportunities.

Safety and dialogue

The strategy places special emphasis on safety. City authorities plan to foster cooperation among entrepreneurs, residents, police, rescue services, and cultural event organizers. Entertainment venue owners have already agreed to pay more attention to maintaining order not only inside their establishments but also on adjacent streets.

One key element is continuous dialogue among all stakeholders. Additionally, the city intends to designate a responsible specialist whom entrepreneurs, community representatives, and event organizers can contact to resolve emerging issues or conflicts.

After the public consultation ends, the document will be revised to incorporate the feedback. The strategy will be presented for a second reading at the Tartu City Council in the fall.
