Finland Cuts Compensation for Expensive Cancer Drugs

Finland's social insurance institution Kela has announced a reduction in compensation for expensive medicines, including cancer drugs, shifting costs to already financially strained welfare regions.

The Social Insurance Institution of Finland, Kela, has announced changes to the compensation of costly medications, affecting also cancer patients. The decision concerns certain expensive drugs, including anticancer medicines, when dispensed within public healthcare. At the same time, the cost burden is being transferred to welfare regions (hyvinvointialueet), which are already facing financial difficulties, according to Finnish public broadcaster Yle.

Johanna Mattson, director of the oncology center at the social health authority HUS for Helsinki and Uusimaa, expressed concern in Yle's morning program that Kela's decision could lead to inequality among patients from different regions. "This is definitely a risk, as Kela is a national body while welfare regions are regional. It would be desirable for decisions on this matter to be made at the national level," Mattson said. Cancer organizations have also voiced concerns that the new practice may put patients in an unequal position, as future access to treatment will depend more on the patient's financial situation.

Mattson noted that the situation currently does not affect cancer patients who have already received a decision on drug compensation. Welfare regions will begin discussions on the consequences and long-term work immediately after the summer break. "I think in July the hospital will manage by providing patients with the necessary medicines. The issue now is which party will pay the compensation for new patients until the end of the year," Mattson said.

The new decision by Kela has caused bewilderment in the welfare regions. Kela's chief physician Mikko Floreen stated on Ylen Aamu that Kela's decision complies with the health care law and merely clarifies the compensation practice in accordance with current legislation.
