Ministry of Social Affairs Discusses Raising Age Limit for Artificial Insemination
Estonia's Ministry of Social Affairs plans to amend the law on artificial insemination, considering raising the age limit and expanding rights for same-sex female couples.
The Estonian Ministry of Social Affairs is preparing changes to the legislation governing artificial insemination. One key topic is raising the age limit for the procedure. Currently, the Health Insurance Fund covers artificial insemination for women up to age 40, but discussions have begun on whether to increase this threshold.
Another proposed change concerns female same-sex couples. Under current law, women in same-sex partnerships must be married to conceive a child together through artificial insemination. The ministry suggests removing this requirement, aligning the rules with those for opposite-sex couples, where marriage is not mandatory.
Advisor to the Ministry, Elizaveta Ter-Minasyan, stated that decisions on expanding the service are not made by officials alone. She emphasized the need to first discuss the matter with professional associations before any final decision is reached.
