Rostec, Russia's state-owned defense conglomerate, has announced it has begun mass-producing mobile power substations intended to help restore electricity supply quickly after outages. The announcement was made in a post on the company's Telegram channel titled "Energy Ambulance in Case of a Blackout."

Features of the units

According to Rostec, the new units are mounted on wheeled platforms, support various voltage classes, and are built to function in any climate. The company stated directly that these systems could be "especially needed" given the risk of large-scale power outages caused by drone attacks.

Background

According to calculations by Novaya Gazeta Europe, Ukrainian drone strikes damaged Russian power grids 467 times during the first ten months of 2025. Russia's Belgorod region, which borders Ukraine, recorded the highest number of such incidents. No precise data for 2026 has been made public, as Russian authorities do not release these figures.

In 2026, drone attacks on energy infrastructure have expanded significantly, both in geographic reach and in scale. Since June 2026, power outages have been reported continuously across Russian-annexed Crimea.
