Narva to conduct traffic safety audit on Kangelaste Avenue
Narva's city government has commissioned engineering firm ViaVelo Inseneribüroo to audit traffic safety on Kangelaste Avenue, including its intersection with Tallinn Highway. The audit aims to identify dangerous spots and propose safety improvements.
The Narva City Government's urban affairs department has signed a contract with engineering firm ViaVelo Inseneribüroo OÜ to carry out a traffic safety audit on Kangelaste Avenue, including the section near its intersection with Tallinn Highway.
The audit is intended to identify hazardous locations and determine what changes are needed to improve safety for all road users. Kangelaste Avenue has repeatedly been the site of serious traffic accidents involving pedestrians, including fatal ones. Following one such incident, a speed limit of 30 km/h was introduced on part of the street.
Narva deputy mayor Oleg Karpikov said the reduced speed limit on part of the avenue is a temporary measure rather than a final solution, and that the audit should determine exactly what needs to change at crossings, intersections and along the street as a whole.
What the audit will cover
Specialists will examine the stretch between Rahu Street and Kreenholmi Street at different times of day and under various weather conditions. They will review accident data from the past three years and count traffic flows of cars, pedestrians and cyclists.
Particular attention will be paid to pedestrian crossings, intersections, public transport stops, and the conditions faced by children, elderly people and people with limited mobility.
Based on the audit's findings, the city will receive a list of identified problems along with proposals for changes to traffic organization and larger-scale solutions requiring design and reconstruction work. The results will be presented to the city's traffic safety commission. According to the terms of reference, the final report must be completed within three months of signing the contract.
