According to the US Department of Justice, Zhang Zhidong, a 39-year-old Chinese national nicknamed "Brother Wang" or the "fentanyl king," acted as a key broker connecting Chinese chemical producers with Mexico's Sinaloa cartels. He was arrested in Mexico in October 2024, but after a judge placed him under house arrest, he escaped through a hole in a wall and fled by private jet to Cuba and then Russia. Russian border guards detected his forged documents and sent him back to Cuba, which returned him to Mexico, and he was extradited to the US in 2025.

Mexican authorities allege Zhang was responsible for exporting and distributing over 1,000 kg of cocaine, 1,800 kg of fentanyl, and 600 kg of methamphetamine. He also allegedly handled more than $150 million annually in drug proceeds. The US Department of Justice said Zhang recruited people to open bank accounts on behalf of over 100 shell companies used for money laundering.

Cartel members in Culiacán, Sinaloa, described Zhang's role as critical. One, named Enrique, said "Brother Wang" was the one with connections in China, and his absence forced cartels to "start from scratch and build a new route." Another member, Luis, said it became "really hard to get the precursors" after Zhang's arrest. However, he noted the business would not stop, as another Chinese person was already being considered to take over.

Researcher Victoria Dittmar from InSight Crime noted that brokers like Zhang sit at the crucial intersection of chemical producers and cartels. She said Zhang was "quite unique" in connecting three regions: China, Mexico, and the US.

Zhang's education at Peking University, where he studied Spanish, stunned his alumni. The Chinese embassy in Washington stressed that China has strict counternarcotics policies and scheduled all fentanyl-related substances in 2019.

After Zhang's arrest, the US Drug Enforcement Administration detected a decline in fentanyl purity, indicating difficulty obtaining precursors. However, experts warn such disruptions are usually temporary as producers adapt.
