Deputy and Deputy Head of Community Detained in Kyiv Region for Fake Employment Scheme
In Kyiv region, a deputy and a deputy head of a united territorial community were detained for demanding $4,500 per man to provide fake employment at a military unit, enabling them to avoid mobilization.

Law enforcement officers in Kyiv region have detained a local council deputy and a deputy head of a united territorial community (UTC) on suspicion of organizing a scheme to extort money from men of conscription age. According to the National Police, the two officials promised to arrange fake employment at a military unit for $4,500, which would allow the men to be reserved from mobilization during martial law.
Investigators established that the deputy, who is also an employee of a military unit, together with the UTC deputy head, devised a plan to obtain illegal benefits by offering assistance in fictitious employment on civilian positions within the unit. They intended to resolve the reservation issue for two individuals subject to mobilization.
The suspects were apprehended while receiving the illegal benefit of $9,000. Both have been notified of suspicion under Part 3 of Article 369-2 (abuse of influence) of the Criminal Code of Ukraine. Investigative actions are ongoing to establish all circumstances and identify other possible accomplices.
