Estonia and Sovereign Military Order of Malta Sign Healthcare and Aid Cooperation Deal

Estonia and the Sovereign Military Order of Malta have signed an agreement to advance the order's healthcare and humanitarian activities in Estonia and support for Ukraine.

Estonian Foreign Minister Margus Tsahkna and Grand Chancellor of the Sovereign Military Order of Malta (SMOM) Riccardo Paternò di Montecupo signed an agreement on Thursday, establishing a legal framework for the order's hospitaller and healthcare activities in Estonia and, by extension, aid to Ukraine. The signing took place on the sidelines of an official visit by the Grand Master of the order.

The agreement covers cooperation in healthcare, social welfare, volunteer services, disaster risk reduction, humanitarian assistance, and the integration of refugees into Estonian society. An evaluation committee comprising representatives from both parties will oversee its implementation and monitoring.

Tsahkna noted that since the start of Russia's full-scale invasion, the Order of Malta has been one of Ukraine's most important humanitarian partners, providing food, medical assistance, shelter, thermoses, and blankets to countless displaced people. He stated that the agreement adds a new dimension to bilateral cooperation between Estonia and the order.

Estonia and the SMOM established diplomatic relations in 2020, and the order opened its embassy in Tallinn three years ago. The order, tracing its roots to the medieval Knights Hospitallers, is a Catholic lay religious order and is considered a sovereign entity under international law. It operates in more than 120 countries and has provided food and medical aid in over 65 Ukrainian cities since 2019, delivering nearly €80 million in assistance. Critics question its modern relevance and close ties with the Vatican.
