Estonia's National Opera topped 2025 state aid recipients as total support hit €472.6 million
Estonian companies and institutions received €472.6 million in state and de minimis aid last year, with the National Opera Estonia receiving the largest single grant of €11 million.
A newly released report shows Estonian companies and public institutions received a combined €472.6 million in state and de minimis aid in 2025. The single largest grant, €11 million, went to the National Opera Estonia to support its cultural work.
Culture and regional development
The Ida-Viru Investment Agency received the second-largest amount, €10 million, for local infrastructure development, while the Art Museum of Estonia received €9.9 million for heritage preservation and cultural promotion. Other major cultural recipients included the Rakvere city government (€9.3 million), the Vanemuine Theater (€9.2 million) and the Estonian National Museum (€8.6 million). Eesti Kontsert and the Estonian Maritime Museum received €5.7 million and €5 million respectively.
Energy and agriculture
Among renewable energy producers, Enefit Wind received the largest operating subsidy at €8.5 million, followed by Utilitas Tallinn Power Plant and Aidu Infra, each receiving €7.9 million. In agriculture, where support is tracked separately from the main state-aid register, the largest compensation for animal-disease control losses went to Maag Agro's Ekseko farm (€6.3 million), followed by Atria farms (€1.5 million) and Saimre Seakasvatus (€900,000).
Crisis-related support
An additional €4.1 million was paid out as crisis aid tied to the Covid-19 pandemic and Russia's war against Ukraine, though no Covid-related payments were actually made last year. Ukraine-related energy security aid was distributed through PRIA and the Enterprise and Innovation Foundation, supporting businesses in the food industry and other sectors.
