EU Agrees on Terms for Releasing €6.6 Billion to Ukraine from Peace Facility
EU member states have agreed on conditions for allocating €6.6 billion to Ukraine from the European Peace Facility. A final decision is expected from EU defense ministers on Monday.
European Union member states have reached agreement on the terms for allocating €6.6 billion to Ukraine from the European Peace Facility, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced on X, according to "European Pravda".
Kallas described the development as "good news for Ukraine and bad news for Russia."
How the funds would be split
According to Kallas, €900 million is earmarked for the EU Military Assistance Mission to Ukraine. An additional €1 billion would go toward financing new joint equipment procurement. The remaining €4.7 billion is intended to reimburse member states for their expenses, with some countries having already indicated they will redirect their share to Ukraine's needs.
Kallas said Moscow's hybrid attacks aim to intimidate Europe into reducing its support for Ukraine, but that Europe is doing the opposite.
Final decision still pending
A final decision is to be made by EU member states' defense ministers at a Council of the EU meeting on Monday. It remains unresolved how the €4.7 billion will be distributed among member states and how much of that sum will ultimately be transferred to Ukraine.
Kallas had previously said she was working with EU member state governments to allocate an additional €1 billion in military support to Ukraine from the Peace Facility.
Germany had earlier stated that the full €6.6 billion unblocked by Hungary should be handed over to Ukraine entirely, though not all EU states support this position. Hungary recently lifted its veto on the €6.6 billion from the European Peace Facility, and EU defense ministers have already discussed how the funds could be used to benefit Ukraine.
