EU publishes agenda for Ukraine accession conference
The EU Council's press service has published the official agenda for the second meeting of the Conference on Ukraine's accession, scheduled for June 15, 2026 in Luxembourg, which will focus on opening negotiations on Cluster 1 (Fundamentals).

The European Union has officially published the agenda for the second meeting of the Conference on Ukraine's accession, set to take place on June 15, 2026 in Luxembourg, according to the EU Council's press service.
The meeting will be dedicated to opening negotiations on Cluster 1, labeled “Fundamentals”. According to the announcement, this cluster covers the rule of law and fundamental rights, the functioning of democratic institutions, public administration reform, and economic criteria.
The cluster includes several negotiation chapters: Chapter 23 – Judiciary and Fundamental Rights, Chapter 24 – Justice, Freedom and Security, Chapter 5 – Public Procurement, Chapter 18 – Statistics, and Chapter 32 – Financial Control.
Earlier on Friday, the EU officially confirmed the start of accession negotiations with Ukraine. Prior to this, Ukraine had fulfilled the last Hungarian requirement needed to open this negotiation cluster. A detailed action plan regarding minorities is available in a separate article.
