EU Foreign Ministers to Discuss 21st Sanctions Package Against Russia in Luxembourg

On June 15, EU foreign ministers meeting in Luxembourg will discuss a new, 21st package of sanctions against Russia, including a ban on entry for former Russian combatants. Ukrainian Foreign Minister Andriy Sybiha will join the discussion via video link.

On Monday, June 15, the EU Foreign Affairs Council will convene in Luxembourg, with ministers primarily addressing Russia's war against Ukraine. According to EU officials and diplomats, the agenda includes the newly proposed 21st sanctions package by the European Commission.

Diplomatic sources describe the package as “quite substantial.” Among its provisions is a proposal to ban former Russian combatants who fought against Ukraine from entering the EU. Ukrainian Foreign Minister Andriy Sybiha is expected to participate in the discussion via video conference.

An EU official stated that the talks will focus on increasing pressure on Russia and further isolating it internationally. The 21st package requires unanimous approval by the Council, with a target deadline of July 15, coinciding with the renewal of the oil price cap on Russian crude.
