Former deputy receives third suspicion: over 8 million UAH losses in equipment rental scheme
Yevhen Kvas, a former deputy of the Sambir district council in Lviv region, has been served a third suspicion notice for causing over 8 million UAH in damages to the local budget through a fraudulent equipment rental scheme involving employees registered as individual entrepreneurs.

The Lviv Regional Prosecutor's Office and the National Police have announced a third suspicion against a former deputy of the Sambir district council, who was a member of the "Servant of the People" party. According to the investigation, the 43-year-old Yevhen Kvas, while serving as director of the communal enterprise "Obiednane" from 2021 to 2023, organized an illegal scheme that resulted in losses of over 8 million UAH to the local budget.
The scheme involved Kvas instructing his employees to register as individual entrepreneurs (FOPs) and then providing them with special vehicles for free use. Subsequently, bypassing public procurement laws, he signed lease agreements with these "entrepreneurs" without tenders, deliberately inflating the prices. Based on signed service acts, funds from the communal enterprise were transferred to the FOP accounts, even though no actual work was performed using the rented equipment—loaders, bulldozers, and other machinery. The investigation found that no fuel was issued for these vehicles, no waybills or work orders were created. Moreover, the enterprise did not need external assistance as it had sufficient own fleet.
Kvas received the new suspicion while already in pre-trial detention in another criminal case. He had previously been served suspicion for illegal reservation of conscripts and bribery. The investigation continues, and other circumstances of the case are being established.
