English Premier League to introduce several major rule changes

The English Premier League is set to introduce several new rule changes in the upcoming season, having previously been trialled at the World Cup as well as in the first round of the FA Cup.

Throw-ins and goal kicks

One change introduces a five-second countdown for throw-ins when a player is deemed to be deliberately delaying the restart of play. If the time limit is exceeded, the throw-in will be awarded to the opposing team. A similar time restriction will also apply to goalkeepers taking goal kicks.

Time-limited substitutions

Substitutions will also become time-limited. A player being substituted will have ten seconds to leave the pitch by the nearest point on the touchline. If he fails to do so in time, his replacement will only be allowed onto the pitch after a full minute has passed.

Stoppages for injuries

When play is stopped by the referee due to an injury, the injured player will be required to leave the pitch for one minute. If a goalkeeper requires medical attention instead, the coach will have to select an outfield player who must also leave the pitch for one minute.

Expanded VAR powers

Changes will also affect VAR, which will now be able to review a second yellow card that results in a player's sending-off. VAR will additionally be permitted to assess certain offences committed before set-piece situations, provided they directly lead to a goal, a penalty kick, or a disciplinary sanction.
